There are many socio-economic factors involved in the demand for and engagement with higher education in general (e.g. Oxford Economics, 2014), and open education in particular (Lane, 2013a); which can make it difficult to understand and predict the individual and collective impacts of those factors. However, it is widely believed that greater participation rates in higher education impact upon the social and economic performance of nations.
